In the interview done by Tom from Monday Night Magic, Forsythe says that they haven't started working on M11 yet and that the number of new cards is still up in the air. I would like to think that the percentage will be small, but that might just be wishful thinking. Keeping the new cards near 50% might be a necessary evil -- evil because more new cards means more cards players are pressured to buy and necessary because the purpose of the Core set changes are to make the Core set more relevant and for that to be so I think it will need to have a substantial fraction of new cards. The reason M10 has so many new cards is to reset the flavour of the set, and once this is done, they shouldn't have to add too many new cards each year to keep the set up to date. There will still be new cards in M11 and beyond, but I doubt it will be 50% vs M10, probably more like 10% with some new reprints of other old cards.
