When your creature with a spell encoded on it deals damage, you get to copy the spell. Does that mean that you get to encode the copied spell on an additional creature? Can you encode it on the same creature?
Nope, that’s not how cipher works. You can’t exile a copy of a spell. Or something like that. I’m not a judge so I can’t give you the exact reason that doesn’t work, but that doesn’t work.
