Jay, you’re off your rocker. A lapsing trigger is a trigger that does exactly 1-6 of 6 specific things, and can only be caught withing the same part of the turn that it triggered (before combat, combat, and after combat are the 3 parts of the turn).
Flipping werewolves is just a missed trigger. Because it is not a lapsing trigger, you get more than just 1/3 of a turn, you get a whole turn cycle to catch it, which is why you can catch it during combat on that person’s turn.
